PPWR introduces a harmonized framework for packaging across the European Union. The regulation covers both technical requirements for packaging and reporting obligations for packaging placed on the EU market. PPWR aims to reduce packaging waste and promote circular material use.
The first requirements concerning UPM Plywood, focusing on substances in packaging, will apply from August 12, 2026. Further requirements will be introduced in phases, including new labeling and compostability requirements from 2028, followed by broader requirements for recyclability, recycled content, packaging minimization and reusable packaging from 2030.
What does PPWR mean for your business?
Companies may have different responsibilities under PPWR depending on their role in the supply chain. Understanding that role is the first step in identifying which requirements apply and what documentation may be needed.
"Any company involved with packaging – whether buying, selling or placing packaged products on the market – should start by understanding its role under PPWR. The regulation defines different roles and responsibilities, and these can vary significantly," says Timo Lindroos, Product Manager, Strategy & Business Development at UPM Plywood.
How does UPM Plywood support customers in meeting PPWR requirements?
Depending on their role, companies may need packaging data for reporting, product information to support their own Declarations of Conformity or access to suppliers' compliance documentation.
UPM Plywood supports customers by providing:
- Packaging data for PPWR reporting. Where customers are responsible for packaging reporting under PPWR, UPM Plywood provides packaging quantities and relevant material information to support their reporting obligations.
- Supporting customers' own Declaration of Conformity. Customers manufacturing packaging from WISA® plywood can request product information and supporting documentation, including test reports, to prepare their own Declarations of Conformity.
- Declaration of Conformity documents for UPM Plywood's transport packaging. As the manufacturer of the transport packaging used to deliver its products, UPM Plywood makes Declaration of Conformity documents available to demonstrate that the packaging complies with applicable PPWR requirements.
"PPWR requires information to be shared between different operators. Our role is to provide customers with the documentation and product information they need to fulfill their own responsibilities under the regulation," says Lindroos.
PPWR requirements will continue to evolve over the coming years. UPM Plywood continues to monitor the regulation and develop its documentation and customer support as new requirements are introduced, helping customers prepare as new requirements come into force.
